Production and Operation of Green Hydrogen/Ammonia

The project will pioneer offshore energy islands in the Atlantic of Portugal and Ireland. Using semi-submersible platforms, the facilities will integrate offshore wind, floating solar, seawater desalination, electrolysis, and high-pressure hydrogen storage. This system will produce green hydrogen at sea, connect to EHB pipelines and downstream chemical processes, and can also generate green ammonia as needed.

I. Strategic Objectives

● Support the EU REPowerEU Plan (20 million tonnes of renewable hydrogen target by 2030) 

● Align with national strategies:

1、Portugal: National Hydrogen Strategy (PNH2 2030) 

2、Ireland: Hydrogen Strategy for Ireland 

● Establish the Atlantic Hydrogen Corridor (Portugal-Ireland) with EU-HyCertif Hydrogen-based Renewable Energy 

II. Implementation Roadmap

2025-27: 400MW → 20,000 tonnes of Green Hydrogen

2027-30: Scale to 1.2GW

● 60,000 tonnes of Green Hydrogen

Post-2030: Expand to Mediterranean/North Sea 

Replication Phase: 

Transfer proven model to Mediterranean & North Sea nations post-pilot
